They might have some creativity but just not the budget to do anything with it. Off the shelf stuff that's made in quantity is noticeably cheaper than a custom job.
I remember seeing a commentary on Apple advertising to the effect that they had mastered the art of telling people to demonstrate their individuality by purchasing a mass-produced object.
