AirPort error -3278 inder OS 9

I'm trying to get my tangerine iBook to work with my AirPort card under OS 9.2.2 however so long as the card is inserted, the system gives error -3278 when I try to access the utility.
This is my first ever attempt using an AirPort card so I'm totally lost and any help would be appreciated.
