I got no idea how I broke this.
I'm getting icons which now only show the default "file" icon instead of their more specific icon. Sometimes it fixes itself, other times it does not.
The problem is not limited to just Windows programs or files. It's affecting other things like some of my Steam games or media files.

Is this fixable?

It turns out that when reset, the WD33C93 defaults to a SCSI ID of 0, and it was simpler to leave it that way... -- Dave Olson, in comp.sys.sgi

Don't see it doing much other than flicker my icons and hang. :/

Running a web search for " How to use TweakUI to fix icons" returned multiple pages of results.

I don't have WinXP running, so I can't try them out to make suggestions for you, but the process looks pretty simple.
