It could be recompiled to not use any of the gimp libraries, but I'm not sure what features will be removed. You "only" need neko_gimp.sw.lib, not the full installation with plugins, binaries, brushes etc.
I don't have a release date listing, but as far as I'm aware SGI never bumped the 7.4 base CDs. I know when I got my 7.4 compiler CD set, it shipped with base 7.4 language CDs and a separate 7.4.x patch CD to bring everything up to date.

I just bought and received the cable I need to hook up my IIgs to my Mac - I'm going to try transferring diskettes back and forth sometime this week.

Only for the record, I do have separate CDs for the respective versions, as specified below [as I haven't secured any license for Fortran, etc., I'm only listing my C/C++ compiler. However, maintenance releases always contained overlays for each of the MIPSPro 7.4 compiler products]:

MIPSPro C++ Compiler 7:4: 11/02 [812-0400-010]

MIPSPro 7.4.1m: I can't find that CD right now or maybe I'd missed it at all - don't remember which anymore...

MIPSPro 7.4.4m: 11/05 [812-0980-007]

Additionally, there was also a separate CD

All of the above require IRIX 6.5 or later.
