ftp.nekochan.net does not except any anonymous ftp logins, a restart may be needed ;-)

NcFTPd seems to do that after being up continuously for 30 days or so (I had the same issue with the IRIX version). I probably should create a cron job that restarts it every week.

Anyway, it's been restarted and is working again.
